The following relief measures have been proposed for government employees and pensioners in the Budget 2022-23.
Revision of New Pay Scales 2023:
For Federal Government employees, Ad Hoc Relief Allowances 2016, 17,18,19 and 21 will be merged in BSI Pay Scales 2017. 1 July 2022Thus new pay scales BPS-2022 are being introduced.

15% Ad Hoc Relief Allowance 2023:
Grant of 15% ad hoc relief allowance on a running basic pay of BPS-2017 to all federal government employees 1 July 2022.
15% increase in pension to pensioners:
Federal Government pensioners will be enhanced at the existing rate of pension (i.e. 10%) in March 2022. 15% effective from 19 July 2022.
Executive Allowance for BPS-17 to BPS-22:
Executive Allowance BPS will be given to officers working in Federal Secretariat in 17 to 22. @ 150% of Basic Pay, with effect from July 1, 2022 Granted by all Provincial Governments accordingly.
15% to DRA-22 officers from BPS-20 to BPS-22:

Increase qualification allowances by 100%.:
The existing rates of merit payments will be increased. 100% with effect from July 1, 2022.
Increase in Orderly Allowance:
The orderly allowance will be increased from 17,500 to 25,000 rupees July 1, 2022.
Increase in drivers’ salary rates:
The current rates of pay of drivers involved in transport monetization will be increased to Rs. 25,000 with effect from 1st July 2022.
Termination of Entertainment Allowance:
Entertainment Allowance will be abolished from 1st July 2022.
The merger is subject to the following conditions:
- All special pay, special allowances or allowances admissible as a percentage of pay (including medical allowance and house rent allowance but excluding those limited by fixing a maximum limit) and allowances Special Allowance of one month Equal to basic pay, paid to the federal government. Employees in BPS 1-22 of Judiciary including civil servants irrespective of their posting in Ministry/Division/Department/Office etc. will remain frozen at their admissible level till 30-06-2022.
- An additional increase of 5% and 10% in BPS 17-20 and BPS 21-22, respectively, will be added to the Ad Hoc Relief Allowance 2019 to cover expected anomalies. On introduction of BPS 2022, the ad hoc relief allowances granted with effect from 01-07-2016, 01-07-2017, 01.07.2018, 1.07.2019 and 01-07-2021 will cease from 02-02-02. .)
